Ibis Foundation of Arizona

      The Ibis Foundation of Arizona, a private foundation, was established in December 2006 with the vision that each individual's quality of life is connected to the overall well-being of the community.

      Ibis Foundation of Arizona pursues this vision through grantmaking in research and in programs related to health and education. The foundation believes that access to health services and education are basic rights and should not be determined by a person's socioeconomic status.

           Hugh Hallman is a longtime activist, volunteer and lifelong resident of Arizona, where his family settled in the 1860s. Hugh is the immediate past Mayor of Tempe (serving two terms from 2004 to 2012).

           As a practicing business law attorney, Hugh concentrates his practice in the areas of domestic and international finance and taxation. He has represented an array of clients, from small, family-owned businesses to large corporations. 

           In 2009, Hugh became the Headmaster of Tempe Preparatory Academy, one of the State’s most renowned public schools. He was awarded "Leader of the Year" recognition by the Arizona Charter Schools Association for his work at Tempe Prep.

          As an economist, Hugh has worked with many of the country's top economists at Stanford, Harvard, MIT and the University of Chicago in analyzing markets and competition in various industries, providing him insights into how Arizona’s economy can be improved.

         As a professor and lecturer, Hugh has taught business law and economics at East Kazakhstan State University and the Kazakh-American Free University, which he helped found. Hugh has also lectured on agribusiness policy at Arizona State University. 

         As a community volunteer, Hugh has devoted time to local charities like East Valley Habitat for Humanity, Assistance for Independent Living and Tempe Community Action Agency. He has served on the Tempe Aviation Commission and as a board member on the Airport Noise Abatement Committee. During his time as Mayor, Hugh also organized The Mayor's Run in conjunction with the P.F. Chang's Rock 'n' Roll Marathon. This effort raised more than $1.3 million for local charities and helped more than 1,200 Arizonans learn get and stay in shape by running marathons and half-marathons.

        Hugh and his wife, Susan, have three sons: Louis, Eli and Marcus. They live in the north Tempe neighborhood where Hugh was raised.
